The serious threat on the conservation of Bukit Barisan Selatan National Park (BBSNP) finally insisted a deep concern. That apprehension appeared, for instance, when WWF-Indonesia, in cooperation with its multi-stakeholder, held a three-day workshop in Bandarlampung, March 12-14, ago.
One of main causes of BBSNP field’s degradation is the undefined law enforcement upon the committers of illegal logging and poachers as well. Accordingly, the workshop participants urged the need of law enforcement undertaken by Forestry Department and Local Government (Forest Service), in cooperation with all law officers, upon all those who cleared away the BBSNP field.
“To resolve BBSNP’s problem, it is necessary to strengthen an inter-institutional coordination through a clear mechanism backed up by an appropriate and measured action planning,” the Head of BBSNP Lusmas Pasaribu said.
According to Lusmas Pasaribu, in order to raise the citizens’ involvement in preserving BBSNP, developing program that supports all citizens’ welfare inhabiting around its area is another important program to conduct.
“We are all in agreement and therefore fully support all to develop a sustainable and eco-friendly coffee production outside the area of SBBNP by posing the coffee farmers themselves as its developers, as well as increasing their skills in coffee cultivation,” he said.
In addition, Lusman stated, the coffee buyers are expected to adopt a responsible procurement policy and conduct a strict control upon its chains of custody.
Meanwhile, the Head of Lampung Forest Service Arinal Junaidi said that the problem of Bukit Barisan Selatan National Park should not be put as merely the problem of Lampung Local Government. “It is our own problem, including all countries benefiting the existence of BBSNP. We, therefore, expect those countries actively support in conserving BBSNP and do not only keep shouting on it,” Junaidi said.
Bukit Barisan Selatan National Park (BBSNP), located in South West coastal of Southern Sumatra, is a conservation area of forest with various biodiversity, including Sumatran rhinos (Dicerorhinus Sumatrensis), Sumateran tiger (Panthera Tigris Sumatrae) and Sumateran elephant (Elephas Maximus Sumatrensis).
In 2004, thanks to the richness of its biodiversity, UNESCO decided Bukit Barisan Selatan National Park (BBSNP) together with Gunung Leuser National Park and Kerinci Seblat National Park as Tropical Rainforest Heritage of Sumatra.
For Lampung people, Bengkulu, and South Sumatera, BBNP constitutes an important water reservoir that guarantees the water viability and water source of 181 headwaters as well. BBSNP is also water source for three provinces (Lampung, South Sumatera and Bengkulu) and four regencies (West Lampung, Tanggamus, Kaur, and Ogam Komering Ulu).
Since the last ten years the perpetuity of BBSNP has been seriously threatened by the excessive illegal logging, poaching, as well as the activity of those who cleared up the forest area for coffee plantation. Up till now, about 50 thousand hectares of BBSNP area has been converted into coffee plantation.
It is the coffee comes from that National Park that becomes the most important export commodities of Lampung Province. Besides threatening the perpetuity of BBSNP, since the existence of that coffee plantation is allegedly neglecting environment sustainability, Indonesia also faces an embargo raised by international coffee market. From the sum total coffee exported through Lampung Province in 2003, 45, 1 % of it was identified as being contaminated by the coffee planted throughout BBSNP area.
In turn, the existence of coffee plantation within conservation area potentially causes the interference of hydrology function, animal habitat, and raises human-animal conflict as well.
Since it has strong connection to economics, social, and ecological aspects, the problem of coffee in BBSNP remains a serious and complicated problem and it is, therefore, possibly resolved only when Government, local and global businessmen, NGOs, local citizens collectively give concrete contribution to it.◘
